I'm looking for an experienced Android developer to create a WIFI tethering app for sharing mobile Internet connection through a wireless hotspot to a few users. The app should allow possibility to generate access codes with specified amount of time and/or bandwidth. An access code would be entered by users on captive portal page which is served by the app itself. The application should monitor and display used bandwidth and session times of connected client (it would show a list of active sessions). It would block access when time limit or bandwidth quota is exceeded. User interface should offer possibility to recharge access codes (add time or bandwidth). It must at least support Android 4.2.2 on tablets with quad-core and 1GB RAM.
Before we get into details, please let me know whether Android SDK makes it possible to create such application or does it require too low level networking.

5 months ago, my team carried out "System of Tablet Smart School" and this was a big project which uses WIFI in order to connect form tablets(client) to PC(server).
