Directx Bubbles in c#

I have the following requirement: - The program should be written in c# with .Net Framework version 3.5 - From another program I should be able to add bubbles to an empty screen - In each bubble there should be some text string - There should be a connection between the bubbles. (preferable an arc not a line) - The width of the connection should parametric and changeable real-time - The size of bubble should be parametric & changeable real-time - As I keep adding new bubbles on the screen the existing bubbles on the screen should automatically re-arrange by moving around (animation speed should be parametric)
