CSS template

CSS template for website. I want a very clean CSS website template. The template will require left column, header (to include 1 level of css navigation with the capability of going to 2 levels of css navigation), center column, right column and footer. The css design should use a minimum of absolute positioning, no tables and should minimize graphics as much as possible to come as close as possible to the attached mockup. In the mockup the right hand column is blank and the center column contains the main content for the site. The left hand column will be used for the logo and for a listing of current activities. The right hand column will be used for links or thumbnail pictures with links. The footer will contain limited content. I would entertain design, color and layout suggestions but they are not a required part of this bid. This is primarily a css construction project. I have a .psd file that contains the graphical elements which I will forward to the winning bidder. Bidders - please provide examples or links to examples of your css work in your bid.
