Tipster site

Hello, I need someone to build a tipster website. Here are some of the characteristics: -registration- username, e-mail and paypal account. -filtration of massages to prevent communication outside of the site (filter for "skype", "facebook", "e-mail"...etc.) -2 languages (English and Bulgarian. I will provide the Bulgarian translation) -a system to rank the users according to date and some other statistics -a system that is able to keep statistic on each user's profile. For example if the user has 10 true and 4 false predictions it should be displayed along with success ration of 10/14=71.42% . Also some other statistics should be implemented trough the coefficients of each prediction. However, I believe there is nothing much complicated and most is just simple maths. -Need logo and design. -Need a payment system that enables users to keep money in their accounts while the actual money are in the Paypal address of the site. When users pay for specific option automatically a % should go for the site (in other words if user A pay $10 to user B and the site commission is 10% then user B should receive only $9 in his account on the site, while the whole $10 should be at Paypal.) -friendly admin panel PM if you have any further questions.
