Captcha Breaker

I need vb.net code (2003 or 2005), ideally in DLL format that will take the url of a jpg as a property. It will decode the captcha into text (both letters and numbers) and return the captcha code as another property. I would look for this to be accurate to around 80% or higher. (or tell me if you can only guarantee a smaller accuracy) Sample jpgs are attached. I will need the actual source code on completion of the project.
