Consulting Services - Android Mobile Application - Long term partnership

Trying to empower our Product Development team we would like to establish a long term partnership with a high experienced senior Android developer (guru). Our potential partner will be engaged in both Design and Implementation phases by providing, mainly, consulting or (rarer) hands-on / implementation services (depending on requirement / feature and our team's project plan). In order to find the proper partner to cooperate with, we have a project that the candidate should deliver in the time that we are going to define after both - side discussion. We need to enhance the "seating plan" screen which is one page of our existing product. The main component of that screen is a table. The main features that should be implemented and applied on that table are scrolling (vertical and horizontical), drag and drop cells of the table, zoom. Regarding the project we will provide a technical description in order to be clear the expected result. It is a key detail that we will contact only the most experienced people.
