C# Winform Design Finished - I need someone who can add the functionality to my Design

I have already completed the design of my C# winform OnScreen TakeOff Project, It is adding the functionality to make the tools work, it incorporates adding Measurements (refreered to as conditions) and Annotations to PDF Construction Drawings into MY source code.. The adding of Measurements and Annotations will be stored in a Microsoft SQL 2012 Database (localdb) by Job Name and each conditon of Measurements and Annotations to that Job Name. I used VS2015 and pdfium to open the PDF files, The PDF reader I used may be changed if required, and may require different Libs to add the Measurements and Annotations. You will be working in my Team TFS Project, so a database will part of this project, and later merged to my existing database, the project name and conditions (measurements) by the project name. Please only apply if you have experience editing PDF and marking up PDF files in Winforms.
