I will do this for you in about a weeks time, but not for 25$, that is simply too low for operating system development, as no matter if its in 16 or 32 bit, or if it takes 30 kb or 100 mb space, operating system development is a time-consuming task no matter what. My experience with OS Development is I have worked on Linux, also I have developed my own operation system over the last 4 years. I can do this for you, but will not be for that cheap.
