Arduino Programming code and layout

I need a programmer to make my project work using arduino. attached is the circuits that i had and the operation steps will be further described below. Operation Steps is described as below : 1) Switch on the main power switch and the ultrasonic sensor will perform an initial distance measurement on the Y-axis (e.g. initial distance of 30cm height is taken as reference point). It will feedback to the micro controller. (The initial distance always varies for each usage so it must perform the initial distance measurement prior to each usage.) 2) The micro controller will activate the stepper motor to move the prototype only 4cm on the Y-axis (e.g. it will stop at the height of 26cm and go back to the reference distance initially measured at 30cm.) 3) Repeat moving from reference point to height of 26cm for 30second. 4) After 30 second at the reference point, Pause for pulse taking, If no pulse detected, continue moving from reference point to height of 26cm for 10 second while LED is light up. 5) 10 second later, pause again at reference point, LED switch off. 6) Immediately pause for pulse taking, if no pulse detected, repeat step 4 and 5. 7) If pulse is detected, all operation stop and pulse sensor will monitor the pulse. 8) Lastly, if no pulse is detected again, repeat step 4 to 7. 9) A emergency stop button to stop all operation. (In between of each step, there will be a voice instruction and display output from the wave shield and LCD Screen)
