Create a MMORTS Game for browser and desktop

I'm looking for some quotations for a game development in flash like Wartunes and Legend Online, it'll have the following: 1- Player PvP 2- Chat divided by Global, Guild, Local, Private and System for player Activity 3- Guild ( Guild Battles and Guild Quests ) 4- Dungeons ( Solo and Multiplayer ) 5- Castle Siege ( The most stronger player will conquest a castle, other player will try to conquer it, who owns the castle will have special attributes) 6- Game Store ( To purchase items, Subscriptions and Others ) 7- Global Events ( Players will party-up for special quests events, like Boss Killing and Item collect) 8- Players will own "mounts" that will give different attributes per mount 9- Will have following character classes: Warrior, Priest, Mage, Monkey, Ranger, Assassin, Dwarf, Summoner and Devil Hunter. (more in the future) 10- There will have a Guild place, where players can stay togheter and talk through the chat. 11- Daily Quests ( There will have such daily quests that players will do everyday for farming exp and gold) 12- Each piece of gear (Armor, weapon, shield and etc) will have 1 slot for constellation power, the constallation power will be collected through the constallation panel, with a rare drop for high grade constallations. Also, they'll have 5 more slots for gems. 13- The server should reset the common functions everyday at 00:00 (Brazil timezone) 14- Bonus for first recharge on the game. 15- Bonus for inviting friends through facebook. 16- Each player will have a profile, where they can equip/unequip gears, and othe players are able to see the set of gears equiped and also the attributes. 17- The game will have only 3 maps to start, then will have updates that i'll contact the developer to implement new contents and events. 18- Ranking (Will have some different kind of ranking, for example Coliseum Ranking, Stronger Mage, Demon Killer, Boss Hunter and so on. These are some of the functions that the game will have, i need someone that can do great graphics, code very nice, the game must load smoofly. I'm open for suggestions about the platform that will be used, i'm asking for flash, but if you think it's better, faster and easier to develop in other platforms just adivise me (for example if you wanna do it in Unity framework). That's it, i need a quotation and time frame to delivery everything. If you only can code, then tell me your price to code it, if you only design, tell me your price for designing everything.
