CreLoaded quantity box on category view

We'd like to add a quantity box with the ability to increment the quantity and decrease the quantity at at view item level. See attached representation to view proposed idea. This would allow users a quick method to add the quantity they desire and additional flexibility of adding items to bag. The bag would only get updated when users click add to bag. (web address in attached txt file) would look like the attachment provided and function as I have mentioned above. Please give me a price on this. Also can you please tell me the price to change all instances where user is requested to choose a country that this is locked down to United kingdom in a read only text box, so in the shipping/delivery screen and the account registration screen(s) and any other place that has the country drop down.
