allow instant access to scheduler on sybase database via broadband

I need ability to allow a windows application with sybase sql anywhere to be accessed via the handheld device. --tasks: 1. allow instant access to scheduler on the sybase database by user. allow updation of appts from handhelds.. either palm, pocketpc, wap phones, blackberry. 2. allow live chat with office. need a webserver which has access to database. This server will make data available to end user. There will be multiple such servers accross the country. i need to be able to control the accts who has access to which webservers centrally. The application should be very very fast. Should be very easy. At one click of a button, the connection should be made to server and once authonticated, the user shoudl be able to easily navigate the system. timeframe is less then 30 days for scheduler.
