Create Clone of small VB application

I need a clone of a small Visual Basic program called PalTech. The purpose of PalTech is to allow you to copy another member's avatar from a 2-D chatroom called ThePalace. Without PalTech, you cannot copy another member's avatar without their permission. PalTech also has a few other features that can be found within the configuration of the program.
