Build A Simple Upload/Edit Picture Web App

I am hiring someone to design some code for a page on my website. Here is how I need it to function (more details will be given to the person I hire for the job) - I need the page to display several options of a picture someone can choose (simple backgrounds), or allow the user to upload a picture from their computer, or upload a picture from a url. - I need there to be a simple text editor that lets you input several lines of text, and specify font, text size, text color, and right/left/center justified. - I need the user to be able to move the text around (placement) on the picture until it looks like they want it to. I need the person who designs this to help install it on my website.
