Bandwidth Throttle / Controll

I am looking for a program that can either Option 1:)limit internet based file - sharing programs maximum download speed / internet applications in general. Option 2:) Limit all bandwidth being shared through an "internet connection sharing" session. Program can be simply a taskbar popup with a text box that allows one to enter the maximum download speed allowed (Eg: 56 k a second) (see screenshot If it is possible include a way of seeing how much of the limited bandwidth is in use. ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
