Photo sharing website

Please read this carefully and fully consider the technical proposals before making an offer. I am looking to manage the build of a photo sharing website similar to that of 500px with similar sharing features (and to a lesser extent, flickr) - please get to know this website before making an offer. The difference being, I would like 'natural' photos to be uploaded only, meaning photos which haven't been photoshopped. I would like to have uploaded photos run through a scanner similar to this: [login to view URL] - this technology can either be built for the website or I can get in touch with the creators to use this. Please advise. If the photo is likely to have been photoshopped, the photo cannot be put online (but can be queried where they email the webmaster to check the photo to authorise or not). People would need to sign-up (using social networks is an option) for a free account, and there will be a payable upgrade option. Again, this will be very similar to 500px and flickr so please acquaint yourselves thoroughly with these websites first before bidding. So it would be a website like 500px but where photoshopped images would be banned, hopefully allowing top class photographers (amateur to professional) to share their work. Price should include both front-end and back-end design, debugging and six months assistance for errors, but not including server and other running costs.
