Design a Vbulletin 3.7.4 Layout Template

I have a website [login to view URL] - at the moment it has the basic VB design installed, but i'm looking for something that really makes the site look attractive, I like [login to view URL] - which I know is very similar but it has extra pages etc... it looks really nice :) It must be blue and use the same DC logo - but it needs to be a very sexy layout, if possible set to 1024px width max I like the look of [login to view URL] but again, must be blue :) put together a design and let me see the layout. Payment will be completed through gaf and is a max of $90!
