Database list to website

I am bidding on a project that needs an application I am not experienced enough to complete. So I am looking to see how much it will cost me to have the application done by someone else.. and then if I get the bid from my client I will go ahead with the job. Basically, they have a database of horses (it is a huge database). I need to have a list of the horses on the left hand side and the capability to click on the horses name and have the info on the right side display that particular horses stats. I assume after I have the code written I can style the page as normal with CSS..? I also need help with the configuring the database to web side of things. I am not sure whether they would like it to be able to be searched/filtered.. but if you can give me a ballpark figure or let me know what questions I need to answer to be able to quote me better.
