Create me a nice sleek website which allows me to Livestream Videos from my camera - repost

I am looking to build a nice and sleek however very clean and easy to use website the features i need to include, are as follows 1. Portal that allows me to livestream from one location too a group viewers on the website at a scheduled time 2. A registration system to begin using the site 3. The viewers of the live streamed video need to be able to have there input via a chat box / voice box 5. A fee for using the service that connects to business account, that is pretty close to what is needed however much more can be spoken about via Skype etc, I am very keen to get this started soon, thanks
