Condiminium Association Website

I am part of an non-profit association in our condiminium. We are basically in charge of setting up bylaws and voting to change various things around our development. My problem is, that a majority of people do not live here all the time. I need an online voting system, with user accounts, where each user can only vote once annonymously. This is only one part of the site. I also would like a message board (phpbb is fine) and anything else you can think would be useful. I also need a public front-end, where users can log in and then reach voting system. Along with the public front end, I need a website that shows off the amenities of our condo, with things we have to offer. This list will be provided, but it is up to you to present it. Pictures will also be provided, as well as a logo. So in review: I need a website with a password protected user management system, where users can vote annonymously. Logos and pictures of the development will be provided, as well as a list of amenities. I would like this done in PHP, MySQL, and perhaps a bit of flash.
