Coding for 3 pages of Fantasy Sports website and email sign up database

We are building an "Under Construction" page for our Fantasy Sports website. We have art for the initial email sign up page. We need the artwork coded onto our website. Once we receive artwork for the email sign-up follow up page, we will need that page coded as well. The email sign-up will also require a database so we can track sign-ups and send updates to users. Finally, we will need coding on a third page which will eventually be a merchandise page. The art for this third page will be coming soon, and we have a single merchandise art design ready.
