Build structure for several Joomla sites

I am creating 14 database websites that all have a common theme and are linked to each other. I need someone to build the template pages for the sites. There will be 4 tiers of pages. 1) The Home page, 2) Category pages, 3) Sub Category pages, 4) Content pages. Each type of page will have its own template, with common rotating header image and 2 unique ad rotator modules, one at the top of the page and one on the right sidebar. All pages will have 3 columns with main categories in the left column. Below the categories in the left column will be a links module. Below the ad rotator at the top of the right sidebar will be a module listing the last 10 page updates, and a module of adsense. The footer will contain the copyright, navigation links, and visitor counter. On the content pages there will also be a module that shows the weather report for the location of the content on the page by latitude and longitude. At the top of the page will be social icons. There will also need to be a general page template for the pictures page, the videos page, advertising sales page, privacy page, and about page. I am only going to award the sites 1 at a time. If the person I award the first one to does a good job in a reasonable time period I will give them the rest of the sites to complete.
