Affiliate Incentive Website Needed

I am looking for a developer who can create an affiliate incentive website. The site will need to have the following options: 1) We will upload affiliate banners into the administration panel and assign a point value to each campaign. 2) Each affiliate member that signs up will have their own unique affiliate ID. When a banner is successfully completed by the affiliate, their account will be credited with the appropriate number of points. 3) We have a postback URL to verify that the offer has been completed. If the offer has been completed, our affiliate will receive the points. 4) We will need to have the option of adding and/or removing points from all affiliate accounts as well as from individual accounts. There should also be an option to delete affiliate accounts. 5) We also require a general registration page, affiliate statistics and batch admin email control to email new offers to affiliates.
