Create a chat website for English learners.

We need a website built for English learners. The website will do the following : Allow people to create a profile, entering all their details. Allow them to then message chat to other people who are online - found by searching their criteria based on age, sex, nationality, english level, with photo, online only. To also share information and materials for English learning. To request to be friends - to send messages to each other - to share information. The site should have a very modern and high quality look and feel, no basic functionality with out design.
