Create Admin panel and Client Control Panel for an Internet Service Provider

We require the creation of a main control panel for an Internet Service Provider. * The control panel will include a billing engine (invoices, statements etc). * Clients will be able to create new ADSL accounts. The accounts will be created via an API * Usage graphs * Clients will be able to manage every aspect of their accounts including change passwords, cancell accounts, upgrade / downgrade accounts * A credit system will allow clients to deposit money into their account, which can then be used to create adsl accounts, or pay outstanding invoices * A complete signup facility * Integration with PayPal, VCS (our local credit card gateway) etc * and more We require a competent PHP programmer, as we do not have time to waste.
