Connect in Auto Email Responders to Existing Website PHP

I have a website that subscribes individuals to a list when they provide their email in one of my website steps. Their names go into a temporary table where they are in a holding tank (until they complete registration) If they do not register, they are assigned a status in the database, and should receive three emails that I have already created over a period of 72 hours. I have about 90% of the logic already written by another programmer who cannot finish the project. What needs to be finished is the logic for the correct link information for registration to be passed through each auto responder. (This is a bit complex because of how the data is stored in our database and what is required to register) Once the person registers on the website, their status needs to change on the database so that they are "unsubscribed" from the responders. Like I said earlier, most of this code is already written. I will need to spend at least 20 minutes with you on skype before you start on the project to explain some very important issues regarding the logic. The server is live, so it is very important that we do not disrupt the existing processes. The person who wins this project must be experienced with mySQL database and have an extensive familiarity with PHP. Please do not respond if you delegate your work to a programming team or if you are not the developer. I do not want to work through a middleman. I want to speak directly with the developer. I would rather pay more to work with someone who has experience and get it done right the first time then to award this to the lowest bidder with basic experience in PHP and mySQL. This is not a big project, but we have many more if we establish a relationship with a good programmer. I am estimating that to finish the code, it will be about an hour or two at the most for someone who knows what they are doing. (I have been working with web programmers for over a decade, so I am very familiar with the processes) I am requiring that you sign a NDA agreement and I am only interested in speaking with a developer who has feedback on Freelancer.
