Build a Link Directory

We are using a dolphin software from [login to view URL] for our community and need someone who can build a links directory to add to the site. We need someone who can do a professional job at a reasonable time. 1. The site already has a links page, but we need this be more automated. So we need to replace the links page with a more advanced links directory page. We would like this directory to look professional and match our site theme. 2. Admin must have the ability to create categories, sub categories, delete links, and add links. 3. The links should go to a review pending page in the admin area for reviewing when someone submits a new link. 4. There should be a page where people can fill out to submit links. This should have the standard, title, description, URL, email address, and captcha for security. 5. The actual links would have the title, which is linked to their site, description and the url beneath the description. Please let us know if this is something you can do. Thanks.
