Database (MS office or mysql) for payroll system

We run a real estate brokerage and pay multiple clients. Each client has multiple variables that are used to breakdown their commission check from gross income to net pay. We need a database that allows us to enter these variables one time, and then simply type in a name of a client and the gross commission amount. Once input, we want the database to tell us how much to pay, the name of the payee (if different from their own name, such as a business entity), and the date their license expires. We want to host this on our website, so all we need is the code and we will install it on our backend password protected website. It would be great if it could also be an app that can be downloaded to our android based phones. thanks
