Custom clasifed site

This is a custom clasified site, that has US states on one side ( like craigslist)..The other side has 3 large buttons that have about 25 catagories each when clicked...The first button is a free posting button, so it will have to be linked to a posting platform that is emailed for aproval and securaty...The second button is a payed posting, The third button is a perfered listing that can only be put in by admin, after a applacation has been filled out and approved..If you can do logo and design to the site thats a plus..I am not in a huge rush for this, but i would love to get started..I am not a programer, by far..So this is a new venture for me..I will be running it through a friend that is..He is good to talk too about project, I just cant depend on him to get it done before i die of old age..I also would like to hire someone that i can pay for ongoing support once the site gets up and running...Thank you for reading all this..If you have any questions just ask...Greg
