CSS Expert - help with content stretch

I need css help with a design that breaks in Explorer but works in Firefox. Owing to the nature of the design there are unique elements at the top, a mid section that needs to be stretchable and a bottom closing div for the image bar across the bottom. If you can fix the code so that all of the content is viewable in Explorer for one page I can propagate that throughout. Let me know if you have any question.
