I have experience with all the technologies needed to complete this project. I've been working on something similar for my own home network, but a bit more advanced and using different technologies. It is not possible to do this using only PHP, MySQL and AJAX. You need some background torrent client that actually handles all the torrents. If the web app would be hosted on a Linux server I'd use rtorrent in background. The web app would interface with rtorrent and enable users to add/remove/monitor/pause/resume torrents. It would also handle user accounts, torrent visibility for each user and downloaded files. It would use MySQL database for internal data. AJAX and some other Javascript technologies would be used for user interface. That is a general system architecture I would propose for your project. Of course, if you're interested in my services I can provide you with more details. I can also create some diagrams to explain it better. This is actually my first bid as a freelancer and that's why I don't have any feedback. I assure you I would put much effort into finalizing this project and earning that first feedback from you.
