I see 3 ways to solve your problem: 1) Use a PHP script as you request to get data from the source with some encoding (i.e. ISO-8859) and propagate it to the target database encoded in UTF8. 2) Use a MySQL script to convert the data into the database. 3) Use MySQL utils (such as mysqldump) and shell scripting. Unless you require it, I would prevent to use high level languages such as PHP, as other considerations may be needed. If possible the conversion should happen in a temporary database before getting the final result. Also, you should consider how the data is read from the database, because if MySQL keeps UTF8 data and you should not setup PHP to handle the same encoding your result will not be as expected in the front-end.
