Build a WordPress Scoring/League System

We need to build a backend/frontend for a scoring system. The system would need to integrate with WordPress, and would preferentially be a series of WordPress plugins that could be enabled or disabled depending on needs. Our system would be tracking a series of competitors over a year, providing leaderboards and statistics for the participants and the organisers. We have 3000-4000 participants, and need to facilitate their competition every year. We have in-house design and WordPress knowledge, we need to outsource the coding, statistics and user management aspects of this development. The parts of the system that we will need help with are: 1. A plugin that provides the ability to reset score data once a year, relaunch the league with new competition (uploaded via CSV), and retain selected data for existing competition. This would need to provide assistance with user creation and members-only pages in WordPress. 2. A plugin that allows non participants to log in with Facebook and comment on their favorite players/competitors. This portal would need to be lightweight and mobile responsive. 3. A plugin that allows for CSV uploads. This would allow judges and administrators to amend the scores for every participant. The participants are scored on three different areas, and this plugin would need to amend the three areas independently. 4. A plugin that allows for display of a competitors statistics on any page using a shortcode. This plugin should also allow for a backend display of statistics in the WordPress control panel. 5. A plugin to display a leaderboard for all the competitors using a shortcode. This should also display in the backend. 6. A plugin that allows for downloading/dumping all the scoring data into a CSV. 7. MailChimp and WordPress user integration. We need to have the ability to login to MailChimp and have a segmented representation of all the participants. ie. Participants from one area would be a segment, administrators another segment, etc. There could be additional requests, but I am looking for a rough ballpark figure in the beginning.
