Cloud platform design

I need to design a cloud platform that automates the following tasks: Detect and monitor the infrastructure layout/connectivity. Automates VM migration based on polices predefined by the cloud users/admins. Automates application deployment and life cycle based on a configuration file created by the user. I believe I have sufficient theoretical knowledge but I need a person to help me in designing the architecture and API. You basically should have extensive experience on frameworks such as Amazon EC2, Hadoop, system design/architecting, SOA, etc. Please let me know if you have any questions. Note: This is NOT a commercial project.
