Create a printable output from merging 3 web based image layers

I am looking for a solution to how i can create a printable output from combining 2-3 web based image layers. I am trying to create photo greetings cards. In brief, a user to my site can upload a photograph into a frame, dynamically position the photo by dragging and dropping and using the zoom [login to view URL] can then choose a style of frame. I need a way of capturing the final layered image ( when the user hits the approve button) that would create a single image file suitable for high quality printing.
