Changing Flash Banner's Content Using PHP/Flex/ActionScript

I am looking for a freelancer who have ability to change basic content of flash banners (replacing text content including link text and link url) using PHP/Flex/ActionScript dynamically. I will prefer PHP over Flex and Action Script but If solution with Flex or Action Script is working, I can outsource them as well. If you think that to get this done, we need to create flash banner is any specific way so that you can interact with banner using php, we will get flash banner designed in that specific way.
