Auction for GIS - Flash or other mapping tool integration

Small freelance website developer (MIS & Oil/Gas background) looking for a GIS Coder to help 'expedite' integration of a GIS Mapping component for a website.? ? The choice of mapping tool has not been selected yet, to allow a prospective bidder to make his/her own suggestions and recommendations for this small project.? For example, after reviewing the project scope, a bidder may suggest to do this using the Google Maps API, while another may suggest doing this with a Flash Map component, or some other free/shareware component.? Any suggestions are acceptable as long as the technique is robust, proven (i.e. this is not the first time you're using it!), and provides the desired flexibility. The Coder -must- have direct 'hands-on' practical website implementation experience with the following technologies:? - GIS geographic/geologic spatial mapping tools for use on websites, map viewers, map servers, Flash Mapping tools, OGC standards, etc. - prior experience working with data from USGS, Mineral Management Service (MMS), USGS, US Census, FIPS, Geoshare, and similar spatial data. - Must be "fluent" in our web development environment:? ASP.NET 2.0, Visual Studio 2005, Visual Web Developer, SQL Server 2005, MS Ajax, Windows Server 2003, etc. For someone with such skill combinations, who routinely does GIS work, this project is -frankly- very simple.? I am unfortunately too constrained to delve into this part of the project otherwise I would do it myself.? I must focus on other (core) parts of the website, so ... I could use a bit of outside help to "speed this portion up". The desired functionality is for user to progressively 'zoom' into a geographic area (in 3 or 4 stages such as Continent-Country-State/Province-County) and when a County is selected, the user is presented with a pop-up window with choices to select from.? (The popup results from a corresponding SQL query once a County is selected). The user's choices are then saved in a table with his USer ID.? ?
