cubecart transparent dbe

Hello, I am in need of a quick fix on my website. It appears my developer can not integrate a transparent dbe into my cube cart v3.0.19. Also, I am not able to get a link established with the usps for shipping. I keep getting an error message and not able to enable the usps shipping module. I have a mailing going out in the next week so time is of the essence.
