Dynamically driven coloured map(repost)

We have the attached map with #100 different “departments??. We need to drive each department colour dynamically. 3 colours are possible: color1, color2, and color3. The values of these colours are parameters of an XML file, example: ? <colours><color1>#FFFFF</color1><color2>#C0C0C0</color2><color3>#FF8000</color3> </colours> ? By default, all departments are of colour color1.
