Build ontop/extend cold fusion webstie

We have a website that we would like to built upon or extend. Currently the site is all ready running, mostly on cold fusion. We would like a page added, where it would host these set features(Site supports PHP if that helps, but if you like to keep it in cold fusion that is acceptable as well); We already have a page, which we need to replicate. The page will give you new user name and password, which already is done in the similar page. So overall we just need to create login credentials to a different area on a website, and to have access to a document which users have the ability to view and not download.
