adsense safe traffic

I'm wondering if its possible someone could design a software that is adsense safe,a software that could make up 30-40 usd per day automatically from adsense,sort of a traffic software,that maybe requires to use keywords or cpc. The software needs to be driving traffic from usa,uk,canada or the usual high paying areas,not to be coming from china,or low areas.I would cover the first milestone then we would test the software for up to 1 month and after the winning bidder would get the last payment and also if the software works wonderful there will be a bonus added also can be double the rates.
