I have a ASP.NET application Recruitment System that was written using VB.NET 3.5 and SQL Server 2008.
It about 50% complete, but the original developer is unable to finish it. I need a reliable developer that is able to start work immediately and complete the work.
I have the code from the original developer and the database used. Feel free to complete this work or to start over. Either way I need the work done quickly.
If the work is done well and quickly, I guarantee there will be additional work to follow, so want to build a great relationship with the choosen developer.

Enter Operative onto the database including all their skills, qualifications and work history. It needs to be able to store copies of scanned copies of all their documents.
Track deadlines for their qualifications. The companies work exclusively with the rail industry in the UK. They have very strict rules about tracking how long a particular qualification can last. The system needs to send alerts to both the users of the system and the operatives about when deadlines are approaching/passed via email.

Enter Jobs.
The system needs to record date and location for the job and the number of operatives that are required and the skills needs. It also needs to record the rates that are charged to the customer and paid to the operative.
Search for operatives that match the job requirements
Once the job has been entered, it needs to search all the operatives to find those that match the requirements and are not currently working on those dates. The system should also allow the user to search for ad-hoc requests.
Record Timesheets
All operatives send in a copy of there weeks timesheet. The system needs to store these hours and also store a scanned copy of the actual timesheet
Record Purchase Orders
Customers either give the company a purchase order for each job or a bulk one. Each invoice generated should be allocated against a purchase order. If its a bulk PO, then it should deducte from the initial amount and report how much is left.
Generate Invoices
Each week or at the end of a job, the system should generate an invoice using the information stored in the timesheets and the pay rates used when the job was created
Generate Payroll
The system needs to generate the payroll information for the operatives each week. This information is then email in a CSV format to a seperate payroll company. This information will be required in several different formats deending on which Payroll company is used.
