Build a Trading Card Game app from scratch!

Hey. As the title suggests, I have an idea for a Trading Card Game (like Magic the gathering, Yugioh, Vanguard, etc) And instead of creating real life cards, I think It would be more cost effective and reach a wider audience if It was made into an App instead - like Hearthstone or Earthcore!! I have created the gameplay - the rules of the game, however that is the extent of it. What I need is for someone to build an app from the ground up, from the artwork of each card, right the way up until the finished game with missions and items and possible in-app purchases. This is a big project - however, the budget isn't. I'd love to be involved as much as possible, know what stage you're at - the progress being made, the way things are going to work etc. I hope this project sounds like something someone would be willing to help with.
