Android Notification App

There are two MySQL databases called "Hag" and "Prep" on a windows machine which has a windows application which writes to it as well as an IIS server which reads off it. With both of the databases there are tables called ALARMS. When an alarm goes off a recored is inserted into this table. I would like to push this information to a mobile device. Once the alarm has been turned off it is deleted from the table. The information in the Alarms table is a follows ID,Area,Type,TimeStamp,MessageNumber,AlarmText. Once a user has signed in. They need to be able to set when they are to be notified as they work on a roster basis. This means they will work for x days and they they are off for y days. an example of this would be 7 days on 7 days off this would mean they would be working for a week and then on break for a week and then working for a week again and this will just repeat. They may also work a night shift this means they should be notified from 18:00 until 6:00 . If night shift is not selected they will work 6:00 - 18:00 and thus should be notified then. Once they have done this they must be able to set which database they would like to receive notifications from and what types of notifications they require. ( Push or just view).
