Car Racing Game 2D - LibGDX or Gideros

Develop and provide art, music for a Top Down 2D Racing Game. Preferred development in LibGDX or Gideros Studio. Features needed: 1. 2 modes of playing 2. Car Selection with 5-10 different types of vehicles 3. 3 Power-ups to be purchased in the game store 4. 5-10 types of NPC Cars 5. 5 types of scenery around the road 8. Achievements, Leaderboards (prefer Google Play Game Services) 9. Stats tracking using Flurry 10. Ads (Banner, Interstitial and AppWalls) - 3 networks to be implemented.
