Android app for Blog Site to be created

Hi All We want to create an android app for our blogging website. Everyday new blogs are posted in different categories. We only want to display the blogs via the android app. It has to be exactly the way Times Of India app works. The front page should show the 25 most recent blogs. In the menu, the categories will be displayed. The blogs will be provided as XML feed with the images and the heading for all categories. The article should open in the app and should have an ability to share via sharing tools like email, fb, twitter, whatsapp, bbm which are available on the person’s phone. Let me know the time required with the cost involved. We are very tight on budget but want an end to end solution from development, to submission to the store. The final payment will only be made after the app is in the play store. Regards
