Android App must be expert in location and Google Geocoding API

This is an experiment project. If you are expert in location coding and client/server model on Android, using WAMP and in Google Geocoding API then you have the required skills. I have many ideas that I need to try but we do one at a time. To give you an idea here what I need to do first: A server side app request location from the client app (the android app) via GPS. The client, based on some defined conditions by the user, send the location to the server but by varying its precision. Example: Suppose Client is at X and Y coordinate which translate to: 12 X Street Name, Y suburb, Z country. The user has setup a condition in the App that if the time is between 6:00 am and 11:00 pm, Only provide Y suburb coordinate and not my full location. So the application need to transform the coordinate of "12 X Street Name, Y suburb, Z country" to the coordinate of "Y suburb only" and send it to the server when the time of the request is at 10 am let's say. Other condition will be also defined. But let's start with this first.
