Correct a problem with a joomla install

We have a Joomla site which was built by someone else, however accessing the site all we see is "A file permissions error has occurred. Please check the permissions on the script and the directory it is in and try again." Tried rinstalling everything that was given to us but no good. Site was built by a provider on here but due to timezones we cant get them till tonight UK time, so we need someone to look into this and fix it for us. URL will be given in PMB and we can send all source files inc db dump to the chosen provider as well as giving full FTP / administrator access etc. Need someone on this straight away.
