Building a web service is simple but depending on what you require, may take a bit more. Since the project budget is so small, I am assuming you are just talkng about the wsdl, service artifacts and basic interfaces for both client and server side. If that is the case, and there is no complex requirement, then I should have no problem taking care of this for you over a weekend day.
