Contacts backup

In my mobile network we have a lot of low end phones, most of them do not even support GPRS. I need a way to backup the phone contacts (in phone memory or simcard memory) to a central location where they can be downloaded and restored to the phone anytime. Some ideas I was thiking are using USSD and/or SMS if possible.
